The Amnesty chief pointed out that “full justice for the Ogoni Nine is only a first step – much more needs to be done to get justice for communities in the Niger Delta”.
The swearing-in followed the suspension of the elected LG chairman, Theresa Ushie, by the Cross River House of Assembly.
The NDLEA spokesperson, Femi Babafemi, said the suspect was arrested while on his way to Tehran, Islamic Republic of Iran.
At Maiduguri Airport, NDLEA arrested two businessmen, Ishaku Abdullahi, 30, and Buba Usman, 32, at the domestic arrivals hall.
The centre will host exhibitions, language classes, academic seminars, and cultural events.

Mr Babafemi also said 5.1 million pills of opioids, especially tapentadol 225mg, worth N3.5 billion were recovered.
